Thomas D. Burbank Jr., Regional Director
In 1973 Mr. Burbank began his career in banking at a major New Orleans financial institution serving as Vice President, Branch Administration and Director of Purchasing Department for five years.
In 1978 Mr. Burbank entered public service with the State of Louisiana. The first ten years with the State of Louisiana he served in the Department of the Treasury. In his first position as Director, State Bond Commission he directed a staff with the responsibilities of analysis and recommendation of applications for the incurrence of debt and issuance of bonds of all governmental bodies within Louisiana. Additionally, he was responsible for the issuance and reconciliation of the State of Louisiana General Obligation bond program. Mr. Burbank was involved with several billion dollars worth of debt issuance during his tenure.
Later he served as First Assistant State Treasurer, State Treasurer and Chairman of the State Bond Commission.
From 1988 through 1993 he served as Executive Director, Louisiana State Employees Retirement System. Concurrently the last three years he served as Administrator of the National Association of State Retirement Administrators.
Mr. Burbank concentrates heavily in the area of community development districts and public-private partnerships.
Mr. Burbank graduated McNeese State University, Lake Charles, La. 1972 with a B.S. in Business Administration. Additionally, he graduated School of Banking, LSU 1978.
He is licensed holding the Series 52, 53 and 63 industry licenses.
